Okay, well for starters you've got a few spelling and grammar errors in there.
1) This is an alternate universe and all, but you say he got his pilot's license at the age of 14. I think IRL you need to be 17 to get it so although maybe he had the skill and experience at that age it is a bit unrealistic for a kid to be licensed to fly. Since we are AU I'd have no issue making the limit only 16 like a car (in the US, shut up Duck).
2) I'm confused as to his education and the military. You say he got into the most prestigious military academy in the colonies (which would be the academy on Caprica FYI) but then you go on about a special ROTC program and special tactics classes and such. (I'm not an expert so anyone can correct me if I'm wrong but) if you're in a full blown academy (particularly the most prestigious one there is) then you're already getting military classes and you're not going to be a reserve officer.
Basically, what I'm saying is that the entire paragraph about ROTC should be removed because it either doesn't make sense or it is implied by the fact that he's at a military academy that is already teaching "tactics and leadership". If you want to mention a focus then you can say that he had his sights set on graduating and becoming a Viper pilot and tried to take whatever classes he could specializing in that... or something.
3) You have him take 1.5 years to reach the rank of ensign. Now again, I'm not 100% sure on this stuff but I'm pretty certain that you are commissioned at graduation from the academy. That means he was a cadet during those four years and once he got out then he was an ensign. He was an ensign during Viper school and he was an Ensign already when he go to the Athena. Speaking of which...
4) How long was he on the Athena? I don't think you give a specific length of time. I could probably do the math and figure it out but I can't be bothered right now.
5) I think NSAWC and SFTI are basically the same thing nowadays, or one is a subschool of the other... also they are IRL acronyms and programs so technically they don't apply but whatevs. Not a big issue.
6) You say Sam was "scheduled to get new rank" or something like that. The language is... problematic. I don't think promotion works that way, at least for junior officers. It would probably be more appropriate to say that he was "due" for a promotion shortly but it's not like the paperwork already went through and the brass are just sitting on their hands about it.
As a side note on this one, cutting out his 1.5 years as a not Ensign might have screwed up your entire timeline. Sorry.
7) Personality - I like what you have but more is always better especially if you have the time and inclination. Basically we know that he likes his job, he's not naturally violent (despite being a career soldier and a boxer - maybe you should touch on this duality of his personality), and he's straightforward. What's he like as a person outside of just the cockpit?
8) Finally, Sam seems a little overpowered. He's from wealth, had a great childhood, is a fantastic pilot who was first in his class, went to all these schools, etc. etc. He was also a straight A student in school and continued to be one in college. He's a fantastic boxer although he's nowhere near champion of the Colonies or anything like that.
In short he has everything going for him. No one is perfect and he needs to have some kind of weakness or flaw (the more flaws and the more serious they are the better, helps create deeper characters like Chris Wilson) especially considering how strong and seemingly perfect he is. Maybe you had things in mind you just didn't mention, but they need to be mentioned (and the new revamped app will probably ask for it).
